History and Evolution Public administration has evolved from a narrow focus on bureaucratic structure and rule-following to a broader, normative and empirical field concerned with governance, public value, and service delivery. Early foundational thinkers—Max Weber, Woodrow Wilson, and Frederick Taylor—influenced the classical model that emphasized hierarchy, specialization, formal rules, and efficiency.
